State-Wide Care Model Innovation and Facility Planning for At-Risk Populations
CHALLENGE
Under legislative mandate and with a six month timeline one of the state of Texas sought to develop a comprehensive plan for the delivery of state-funded behavioral health care and services for those with intellectual and developmental disabilities. Ranking near the bottom of all state nationally for programmatic funding in the areas of focus, the Texas legislature was seeking impactful solutions that would be implementable in a state known for fiscal conservatism and explosive population growth.

APPROACH
An all-hands-on-deck team of clinicians, architects, engineers, real estate professionals and subject matter experts under my leadership visited 25 sites of care, interviewed over 300 individuals, surveyed over 2,000 consumers, analyzed millions of square feet of space and visioned with over 100 different stakeholders to establish recommendations.
RESULTS
The plan was developed on-time and on-budget. Key aspects included a wholly new model of care better coordinating care and transitions, while building partnerships with community providers. The plan was adopted by the state legislature and is currently in the middle of a multi-year implementation plan that has exceeded the expectations of stakeholders across the state. On June 12th, 2017, Texas Governor Greg Abbott signed S.B. 1 into law, approving the appropriation of $300 million for the construction or major repair of multiple state-owned psychiatric hospitals across Texas. Ground has been broken on replacement facilities for a number of locations.
